Emergency Relief (ESSER) Funding

To support the needs within public education resulting from the COVID-19 pandemic, Congress has been providing emergency relief for America's public schools through the Elementary and Secondary School Emergency Relief (ESSER) Fund. ESSER funds are being provided to state educational agencies and school districts to help sustain the safe operation of schools and address the impact of the Coronavirus pandemic on the nation's students.

ESSER funds are intended to assist schools in the areas of health and safety, technology, distance learning, learning loss, and social-emotional learning. Through a consistent review of local and state assessments, the Souderton Area School District developed a plan for utilizing allotted ESSER funding. ESSER funding helps the District serve the learning needs of the community and provide equitable instruction for all students in a variety of ways, as outlined below.

As Souderton Area School District continues to monitor the impacts of the COVID-19 pandemic, funding allocations may be altered to meet the changing needs of our students.

ESSER I Funding

The Souderton Area School District utilized ESSER I funds to provide additional staff members, including teachers, aides and support staff, to meet the demands of in-person and virtual learning. This was supplemented with District funds to provide equitable and comprehensive learning environments for all students.


ESSER II Funding

The Souderton Area School District utilized ESSER II funds to provide additional staff members, including teachers, aides and support staff, to meet the demands of in-person and virtual learning. This was supplemented with District funds to provide equitable and comprehensive learning environments for all students. In addition, ESSER II funds were used to provide students with digital devices to allow virtual instruction.


American Rescue Plan (ARP) ESSER Funding

The Souderton Area School District intends to use APR ESSER funding to promote equitable instruction for all students. This includes meeting the needs of the whole child through a focus on health and safety, learning loss, and operational needs. To accomplish this, the District intends to utilize funds in the following areas:

Health and Safety

  • Additional district nursing staff
  • Social-emotional training for staff members
  • Additional counseling services for students

Learning Loss

  • Targeted educational programs and resources
  • Instructional technology resources
  • An online learning option for students
  • Additional intervention support staff
Operations and Technology

  • Upgrades to District technology infrastructure to increase remote device management
  • Upgrades to facilities to allow social distancing
    • Classroom furniture
    • Touchless faucets
    • Water bottle filling stations

The Souderton Area School District intends to use APR ESSER 7% funding to promote equitable instruction for all students. This includes meeting the needs of the whole child through a focus on learning loss, health and safety and operational needs. To accomplish this, the District intends to utilize funds in the following areas:

Health and Safety

  • Social-emotional training for staff members
  • Counseling services

Learning Loss

  • After school learning loss programs
  • Summer enrichment programs
  • Reading and Math remediation programs
